The rate holds for as long as the subscription keeps renewing, and renewing is automatic. Cancel and the rate goes with it — starting again costs whatever it costs that day. A failed payment does not end it: the licence is suspended while the card is sorted out, and comes back on its own when the payment clears. Nothing else ends it — not a version change, not moving the licence to another site. A larger plan is a different plan at its own price, and your locked rate is still there if you move back.
